Water, Sewer & Garbage Rates

The City uses an increasing "block" rate structure for residential and irrigation meter accounts to encourage conservation. An increasing block (or tier) rate structure establishes rates that increase with water usage. Experts predict that as the population continues to grow, the demand for and availability of water will begin to stress public water supplies and systems. Under this rate structure, high-usage customers pay an increased rate for the water they use in order to encourage more mindful consumption. The base rate for water accounts is determined by meter size. Specific base and volume rates are listed below.

The amount shown for the water portion of your bill is calculated using a base rate (a set amount charged to every account each month) and a volume rate which changes based on how much water you use. The rate for the first 15,000 gallons used is $3.05 per 1,000 gallons. Any additional usage over 15,000 gallons will be billed at the higher rate.

Residential Sewer Rates - Winter Averaging

Effective April 1, 2023

Beginning April 1, 2023, Coppell residential accounts will be charged for sewer services based on winter averaging. Winter averaging is a method used to bill residential customers for sewer services by taking the average amount of water used during the winter months (November - March) to determine a customers’ monthly sewer cost for the upcoming year. Water usage is tracked during the months of November – March, then the lowest and the highest months of usage are removed and average usage is determined based on the remaining three months. The calculated average will be used as the monthly sewer rate beginning each April for the following 12 months. A new rate is calculated each year. The City will begin collecting usage data every November starting in 2022. New customers will be assigned the city-wide winter average until a winter average can be established.

The previous billing method calculated sewer services based on monthly water usage. Since wastewater is not metered, winter averaging is a more accurate method for determining a customer’s wastewater use because:

  • It does not include high summer outdoor water usage (irrigation, pool use, etc.) that does not enter the wastewater system. Monitoring water use during the winter months provides a more accurate picture of indoor water use and therefore wastewater use.
  • It does not cap water use at 13,000 gallons like the previous billing method. Winter averaging looks at each account on an individual basis to provide a more accurate representation of water use.
  • It allows customers to have control over their wastewater bill. Customers who maintain low usage during the winter months will enjoy a lower sewer rate for the following year. Water usage can be monitored in the MyH2O Customer Portal

Senior & Disabled Persons Water Rate Discount

Senior Citizens (age 65 and older) or disabled persons may apply for a 10% discount on the water bill for a residential account held in their name for which an over 65 homestead exemption or current lease is held in their name. Please email Utility Billing with a request along with a scanned copy of a current driver's license or other valid proof of age. The discounts cannot be combined. The City does apply a seasonal rate structure at usage thresholds to encourage conservation.

Residential Garbage Rates

Republic Services provides refuse collection services. This service is mandatory for all residents and billed on your monthly water bill. For additional information, contact Utility Billing at 972-304-3695. The current residential garbage rate, effective January 1, 2023, is $18.77 per month plus $1.55 sales tax and $0.10 public education fee. 

Discounted Garbage Rates

Senior citizens (age 65 and older) are eligible for a discounted residential garbage rate, effective January 1, 2023, of $16.89 per month plus $1.39 sales tax and $0.10 public education fee. 

Irrigation Meter Rates

The amount shown for the water portion of your irrigation meter bill is calculated using a base rate (a set amount charged to every irrigation meter account each month) and a volume rate which changes based on how much water is used. 

The monthly charges for irrigation meter usage are determined by the base rate (based on meter size) and upon two usage blocks. The rate for 25,000 gallons or fewer of water used is $3.34 per 1,000 gallons. The rate for more than 25,000 gallons used is $4.78 per 1,000 gallons. Please note, irrigation meters are different from a normal residential meter. There are only a handful of residential customers in Coppell with irrigation meters, which is a water meter that exclusively measures water used for outdoor watering and irrigation. These meters register outside water use only. Residents that do not have separate irrigation meters are charged at the residential water rate for the appropriate usage block/tier for any water used for irrigation purposes.
